Meet the NMCAC Team
Thomas Bowles – Chief Executive Officer, Science Advisor to NM Governor Bill Richardson
Bowles serves as the CEO and Chairman of the Board of NMCAC. As science advisor, he is responsible for providing advice to the Governor on science and technology issues, integrating S&T activities across NM, and for working with the national laboratories, universities, and industry in New Mexico to couple advances in S&T into the public sector.
Bowles previously served as Chief Science Officer of Los Alamos National Laboratory (LANL) where he had oversight of all the science and technology efforts including institutional computing. He also has a distinguished scientific career leading international collaborations in neutrino astrophysics and fundamental symmetries. He is a Fellow of LANL, the American Physical Society, the American Association for the Advancement of Science and is an affiliate professor at the University of Washington.
Bowles received a B.S. from the University of Colorado and a Ph.D. from Princeton University.
Marshall Peterson – Chief Technology Officer
Peterson was CTO/Acting Project Manager of National Ecological Observatory Network designed to monitor effects of climate change on the US ecology; Director of IT and Software Engineering at HHMI Janelia Farm Research Campus responsible for design, procurement, implementation and operational support of IT infrastructure; CTO of J. Craig Venter Institute responsible for computing and IT infrastructure, software development and design and operation of LIMS and sequence analysis pipeline; VP of Infrastructure Technology at Celera Genomics responsible for building the computing infrastructure and staff that enabled Celera to sequence and assemble the Human Genome in 14 months.
Peterson holds a B.S. in Aerospace Engineering from the University of Kansas.
J. Leonard (Lenny) Martinez – Chief Operating Officer
Martinez was formerly VP of Regional Technology, VP of Manufacturing Systems, Science & Technology Division, and Director of Production Integration for Sandia National Laboratories, Policy Advisor for Rural Economic Development to Governor Bill Richardson, Executive-on-Loan to the Lockheed Martin Bid and Proposal team for Los Alamos National Laboratories. Martinez also worked for Digital Equipment Corporation as Manufacturing Director in Cuidad Chihuahua, Chihuahua, Mexico and as President and General Manager of Digital Equipment de Mexico SA de CV.
Martinez holds a M.S. in Management from Stanford and has completed the Digital Inter-national Management Education Program from the Institut Prive de Enseignement Superieur.
Allan Torres - Business Development Consultant
Founder of the Torres Group, LLC, Allan has consulted for, or been employed by, the industry's leading HPC and HPC networking companies. Torres commenced his career with Cray Research, Inc., led sales directions for Thinking Machines Corporation's Massively Parallel Processing and went on to sell HNSX vector supercomputers for NEC. He later joined Cray Inc. where he implemented Bioinformatics strategies and helped set into motion Cray’s RedStorm architecture.
Torres is a member of SMPTE, SEG, ACM and IEEE Computer Society and holds a BSEE/ Computer Science degree from USC.
Stephan Helgesen - Business Development Consultant
Helgesen is the former Director of the Office of Science and Technology for NM Economic Development responsible for development and implementation of the State's Science and Technology Plan, for creating sustainable employment and investment from high-tech companies, and works with local governments, non-profit organizations, universities and Federal institutions like Los Alamos National Labs, Sandia National Labs, White Sands Testing Facilities as well as NM businesses to promote growth of new technologies.
Helgesen is CEO of Second Opinion Marketing and Communications, an international business consultancy and retired U.S. Consul from U.S. government after 20 years of service as a career officer with the U.S. Diplomatic Corps.
Sharon Sanchez – Project Manager
Sanchez has more than ten years of business experience in accounting, human resource, safety and resource alignment. She has over ten years experience in legal diversity and in the Medical industry, and six years experience in graphics and marketing/promotion in the entertainment industry. Sanchez has been an Office Manager and Executive Administrator for various companies and her professional manner is direct, hard working and inexhaustible.
Sanchez holds an M.BA and a B.S. degree in Business Management from the University of Phoenix.
Sue DeVore - Operations Manager
DeVore has more than twenty years experience in Finance and Procurement. Although born and raised in New York, the majority of her career has been in the hospitality industry in Texas working as Controller for Wyndham owned hotels as well as part of the acquisition team during the boom in the Real Estate Investment Trust program. Devore was part of the pre-opening team at the Marriott North Austin, building the accounting department. After relocating to Albuquerque, DeVore became successful in Office Management and Human Resources in the non-profit sector and brings an old-fashioned work ethic combined with an entrepreneurial spirit.
Gina Tanner – Education & Gateway Coordinator
Tanner brings more than 15 years of Program Management and Contract Administration in the areas of Education, Community Service, Recreation/Athletics, and Engineering. Tanner was Education/Activities Director for Shea Homes - Trilogy Power Ranch, responsible for the education and recreation programs of a 2,000 home community, Program Administrator for Utah Valley Aquatics, and Contract Administrator for Gilson Civil Engineering.
Tanner holds a B.A. in English from Brigham Young University and is currently pursuing an M.A.in Communication and Leadership Studies at Gonzaga University.
Tom Mills – General Counsel
Mills served in the Governor Bill Richardson administration from 2003-2007 as Deputy Secretary for the Energy, Minerals and Natural Resources Department and then as General Counsel for both the Tourism Department and the Economic Development Department. Mills has been an officer and/or director of many organizations in New Mexico in areas involving public education, workforce development and training, water issues, public finance, economic development, conservation, historic preservation and land use generally.
Mills is sole shareholder of Tom Mills and Associates focusing on real estate, land use, economic development, general business law, natural resources, government contracts and government relations.
